I’am a final year Biomedical student (Masters). I did my Bachelors in Electrical and Electronics engineering. I’am therefore interested in doing PhD if any position available. How can i apply???

im interest in this phd, i have a paper in IEEE WCCI2008 conference about coding and another one in australian journal about coding. also i have a paper about direction finding in amse journal in france.
how can i applay for this phd.
